How might we determine if a power or internet blackout is a false flag?

I estimate a better than 20% chance that there will be a large power and/or internet blackout within the next five years, perhaps caused by certain government actors who want to push a digital ID and currency. Governments are not above using false flags to get their way. An internet or power outage lasting a few weeks that is blamed on a cyber attack would scare people enough to cause them to clamor for trading liberty for security. I can…
