A term I've come across a number of times is "meth head". Does that term include all low-life people these days, including those that don't use meth?

I'm starting to acquire the impression there are a lot of low-life meth users in our country. Is that true? Without using numbers, is there a way to acquire an idea about how many "meth heads" we have?
